When cereals such as puffed rice are made, the ingredients are heated at high temperatures and the water inside the rice expands made cavities all over the rice particle's surface. When milk is added, it flows over the cavities and traps air inside them. When the milk actually seeps into the tiny cavities, it forces the air out - making "snap", "crackle", and "pop"!
