This is really strange. I did notice something on one of the other forums claiming that it is related to the enhanced LTE network and suggesting that you try this: Got to SETTINGS > MOBILE NETWORKS > MOBILE DATA and uncheck Enhanced LTE Services. Folks on that forum are reporting that this fixes the problem.
Too late to help you, of course, but perhaps it can help someone else. I wouldn't be surprised if this fix actually worked. There are lots of issues related to enhanced LTE networks with all of the carriers. makes one wonder why they are called "enhanced." Smiley Happy

A few possible work-arounds for anyone else having this problem - found them on the AT&T forum:
turn off Wi-Fi calling if it is on and make a test call? This is done by Phone > More > Settings > Wi-Fi calling. A few customers have reported that this will work after turning it off.
Another thing to try if that does not work, is to try turning off LTE services. This can be done in Settings > Connections > Mobile networks > Mobile data > Enhanced LTE services. Let’s switch this off as well and make another test call.
As a temporary fix, you can go to Settings > Applications > Messages > AT&T Messages Backup and Sync, and select Stop Backup to disable it.
Turning off Enhanced LTE worked for me.
